The construction of the Guangdong Provincial Electric Power Emergency Command Integrated Dispatching Platform encompasses a digital trunking communication network, emergency communication vehicles, portable mobile base stations, and communication terminal equipment. Upon completion, the project will establish a systematic command and dispatch system for the provincial electric power emergency command center, realizing a multi-level command and dispatch system spanning from the emergency site, the front-line emergency command center, to the rear-line emergency command center.
An emergency command and dispatch platform has been established at the Guangdong Provincial Electric Power Emergency Command Center. This system seamlessly integrates the flexibility of PSTN, trunking, satellite phones, 3G networks, and IP networks. By considering the industry-specific characteristics and needs of users, a tailored solution has been developed that is simple to implement, technologically advanced, robust in business capabilities, effective, and scalable. This has significantly enhanced the dispatch and command capabilities of the command center.
The system construction follows the construction approach of "combining peacetime and wartime, sharing resources; three-dimensional coordination, three-dimensional distribution; standardized standards, based on the ontology". The system needs to have the following system functions:
Emergency command voice dispatch function: The voice call function mainly includes individual call, group call, general call, broadcast call, priority call, emergency call, group call merge/late entry, and alarm. Voice dispatch management mainly includes forced insertion, forced disconnection, remote muting/resuming/remote killing, dynamic reorganization and cancellation, alarm/environmental monitoring, monitoring/recording, call time limit, and call permission.
Emergency command data communication function: The system provides data transmission functions such as status information and short messages.
